A Boundary Line Moved the Cemetery Without Moving a Single Grave
One of the more remarkable facts of the cemetery's history involves state lines rather than the cemetery itself. The land was originally understood to sit in Georgia. In 1861, the Florida Legislature adopted the Orr-Witner Line as the official Florida–Georgia boundary survey; Georgia formally accepted it in 1866. That resurvey placed the cemetery just inside Florida — meaning the ground itself never moved, but the state it belonged to did.
